The conception and gestation of a new being always creates a base level soul energy.
This is new energy that did not exist before.
If left untouched this world would be a very new and strange place for them.
Generally some amount of existing soul energy is poured or soaks into a new being.
This gives the being a leg-up that it does not have to start soul development from scratch.
Previously we said it was possible for a soul to wander off and eventually fade into nothingness.
This would suggest that it is possible for soul energy to decay.
This is true, soul energy can and does decay.
Even in the ocean, soul energy can and does decay.
Now the decay rate is low.
And being in the Ocean with a boundary or skin around it helps.
But even there, there is a very slow leak of living energy.
In other words the second law of thermodynamics applies even to souls.
Souls may have lived a full life and be quite bright and strong.
But over a long enough time, they will weaken.
At some point the soul will need to live in a physical world again.
Living a life in the physical world is the only way a soul can re-charge.
Thus there are two needs for a soul to live in whatever physical life it can.
One, living in a physical life is the only place a soul can change, deal with, or process the different soul energies it may contain.
And two a soul must find some way to live again to stay alive.
Application:
This helps explain why life is always pushing the boundaries, always looking for new places and new ways to live.
