Our universe exists within a multiverse. The multiverse contains other universes.
They are separate universes not parallel versions of the same one. Each has its own paramters and content. Each on its own track.
Within the multiverse there are many universe location points or anchor points.
How many is unknown.
Each universe is anchored to its own location point.
Each anchor point is separate and distinct from others.
Each anchor point has a separate set of operating parameters
Any universe in that location operates by those parameters
These parameters become the constants in the basic laws of physics that apply to this location.
These anchor points pop up by processes unknown.
A universe attempts to form under the parameters of that anchor point.
If it can not form, or is too unstable to develop, that anchor point dissapears.
But if a relatively stable universe can form under that parameter combination,
Then that anchor point become permament.
Thus eventually the multiverse will stabilize around the maximum number of parameter combinations that can support relatively stable universes.
The anchor point for a relatively stable combintation is permament. It's parameters are fixed. But the universe attached to that location may not exist forever.
